Job Summary

The Research Analyst Specialist Senior manages the analysis and interpretation of health care utilization and claims data for the Purchasing and Service Delivery (PSD) division to:

  • Identify the need for health care program policy changes.
  • Measure health care utilization and performance against national and state standards of evidence-based care.
  • Measure the impact of the Department of Human Services (DHS) or legislatively-initiated policy changes over time.
  • Measure health care outcomes in DHS fee-for-service populations via performance and outcome measurement projects.

The incumbent conducts focused research to meet the division's responsibilities as the purchaser and manager of the service delivery aspects of Minnesota Health Care Programs. They interpret internal and external research studies to inform Centers for Medicare and Medicaid Services (CMS), DHS managers and PSD management and staff determinations regarding policy and program changes.

Qualifications

Minimum Qualifications for Research Analysis Specialist Senior:

Three years of professional experience with research methodology, including scientific theory and data collection and manipulation demonstrating the following:

  • Experience using SQL, SAS or other language to query relational databases
  • Program evaluation principles and practice
  • Quantitative and/or qualitative analysis
  • Project management skills sufficient to coordinate research or evaluation projects across business areas or programs

***Bachelor's degree or higher in health science, social science, mathematics or related discipline may substitute for 1 year of experience***

Minimum Qualifications for Research Analysis Specialist:

Two years of professional experience with research methodology, including scientific theory and data collection and manipulation demonstrating the following:

  • Quantitative and/or qualitative analysis
  • Project management skills sufficient to coordinate research or evaluation projects across business areas or programs

Preferred Qualifications

  • Experience using DHS developed software (MMIS and MAXIS) and commonly used Microsoft systems such as Word, Excel, Outlook; web-based programs and internet resources.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
