Job Summary

T his purpose of this position is to manage several of the major business functions for the Injury & Violence Prevention Section (IVPS) and Center for Health Promotion (CHP) in the Health Promotion Chronic Disease Prevention Division (HPCD). The IVPS and CHP have multiple programs with competing priorities and a staff of about 75 located in Saint Paul and throughout the state.

This position, under limited supervision/procedural control, will apply specialized knowledge of program operations and interpretation of policy to recommend and install new or revised work methods for ongoing MN.IT applications to programs - specifically the Minnesota Injury Data Access System (MIDAS). The incumbent will develop policy and procedures in areas such as: MIDAS project management; convene multi-disciplinary work group members to review and advise on MIDAS website function; manage the detail of federal grant applications so that accuracy is 100% on federal forms and budgets; participate in web page design and maintenance; participate and train in records management; and devise, develop and implement automation planning, testing, training, and implementation for the IVPS and CHP.

This position has the option to telework, however future work locations and schedules will be based on the business needs of the unit and supervisory discretion.


Minimum Qualifications

Bachelor's degree and two (2) years advanced administrative support, paraprofessional, or technical experience.

Resume must clearly demonstrate experience in the following areas:

  • Department-level records management of systems and activities.
  • Web design such as content management principles, practices, or software tools.
  • Principles of financial and budget analysis

Minimum qualifications to be assessed at interview:

  • Verbal and written communication skills including composition, spelling, grammar, punctuation.
  • Knowledge of project management principles and practices.
  • Project/time management and analytical skills.
  • Experience with filing systems in order to evaluate and provide input for the development of an electronic filing system structure such as ensuring proper management, easy access, retrieval, and destruction.

Preferred Qualifications

  • Extensive knowledge of unit, section, division, and department policies and procedures.
  • Knowledge of the Plain Language Initiative.
  • Working knowledge of state and MDH policies, procedures, and guidelines for accessibility and use related to paper documents and information posted on the web.
  • Knowledge of the Minnesota Government Data Practices Act and MDH Records Management policies.
  • Knowledge of MDH operations and interrelationships among various functions; and groups served by the department.
  • Experience with development software such as Adobe Acrobat Professional, or other available web software tools.
