Job Summary

This position will work under the direction of the Executive Director of the Governor's Workforce Development Board (GWDB) and is responsible for supporting the Executive Director and the Department of Employment and Economic Development (DEED) senior staff with coordinating the alignment of policies supporting the state's workforce development system. This position will work in a comprehensive and technical nature to support, develop, and advance the effective utilization and/or implementation of workforce development system policies. This work will include creating or modifying in partnership with workforce system leadership governing documents, federally required strategic planning processes, and strategic community and cross-sector partnerships to improve the programs and services that the system provides for career seekers, employers, and communities across the state.

Responsibilities include:
Leading or supporting efforts at DEED related to the planning, analysis, and administration of system policies and strategic planning procedures that provide the foundations for Minnesota's public workforce development system Leading and serving as the State Subject Matter Expert (SME) of multiple policy and program activities to ensure efficient and effective administration of federal and state workforce development policies under the guidance and in collaboration with DEED leadership Providing leadership and support to senior system leadership through the participation in cross-sector or interagency working-groups Collaborating and engaging with local or regional workforce development boards and other system partners, working with members or relevant committees of the Governor's Workforce Development BoardWorking closely with members of various DEED program teams to ensure policies and processes are in place to ensure compliance and drive collaboration, coordination, and alignment across programs and partners within the system
This position requires occasional local and statewide travel.

This position is telework eligible and is occasionally required to be on-site at the office. Staff are provided with the tools and equipment to be successful in a virtual work environment and may telework from anywhere in Minnesota or a neighboring State. Please note, the telework policy could change with notice based on business needs.

Qualifications

Minimum Qualifications

Three (3) years of experience* delivering workforce services to employers and workforce training partners, including:
Providing analysis of Federal and State workforce guidelines and requirements Experience drafting reports or policies to meet State and Federal requirements Communication skills sufficient to create reports, procedures, provide technical assistance, and make presentations Conveying complex program information to employers and workforce training partners
*Bachelor's degree in business administration, public administration, accounting, or other closely related field as determined by the agency may substitute one (1) year of experience; master's degree substitutes for eighteen (18) months of experience; PhD substitutes for twenty-four (24) months of experience

Ability to develop and maintain strategic relationships with internal and external stakeholders Skill in enhancing employer engagement Customer service skills sufficient to provide prompt, courteous and accurate information to internal and external customers Knowledge of Federal or State workforce and economic development programs

Preferred Qualifications
Experience presenting to various external stakeholders such as local, State, Federal government entities, or organizations Experience with Microsoft Suite or similar software applications to prepare communication, spreadsheets, reports, reconciliations, and other documents Ability to form and grow connections with community partners in workforce development Our employees are dedicated to ensuring cultural responsiveness.
